For many years, Washington MVR requests for employment purposes required the applicant to sign a Department of Licensing Release Form, which then had to be sent by mail to the State of Washington. Turnaround time averages 14 business days. Beginning October 3rd, 2007… Washington State Department of Licensing will process ESS MVR requests electronically, usually with overnight turnaround time, under the following conditions: 1. The employer or prospective employer must sign a one time agreement certifying that you will use the driving record for permissible purposes only. Retain the agreement and send a copy to ESS. (As described in the agreement, according to Washington law, an employer should only obtain an applicant/employee’s driver abstract if the individual is or will be employed to operate a commercial vehicle. A Commercial vehicle is defined as any vehicle where the principal use is the transportation of any type of commodities, merchandise, or passengers. (RCW 46.52.130) 2. The applicant/employee will still need to sign a state specific release authorizing you to obtain his/her MVR, but you do not have to forward it to ESS.
